Federal Grants
Title I, Part A of the Elementary and Secondary Education Act (ESEA) provides financial assistance to local educational agencies (LEAs) and schools with high numbers or high percentages of children from low-income families to help ensure that all children meet the challenging state academic standards.
Title II is used to recruit, hire, improve, and retain highly qualified teachers and principals.
Title IV is a grant for “well rounded education.” This grant is focused on Arts, Music, AP classes, Safety and other services that fall under Title I.
Title V is a rural and low-income grant that provides financial assistance in technology, parental involvement, professional development, recruitment and retention and activities authorized under Title I part A.
ESSER I (CARES Act): The Coronavirus Aid, Relief, and Economic Security (CARES) Act (H.R.748) signed into law on March 27, 2020..
- Address the unique needs of low-income students, children with disabilities, ELs, racial and ethnic minorities, homeless students, foster care youth (including outreach and service delivery)
- Training and PD for staff on sanitation and minimizing the spread of infectious diseases
- Purchasing supplies to sanitize and clean the facilities
- Planning for and coordinating long-term closures, including providing meals, technology for online learning to all students.
ESSER II: Within the Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act of 2021, the USDE received funding for the Elementary and Secondary School Emergency Relief II (ESSER II) Fund.
- Purchase educational technology (including hardware, software, and connectivity) for students who are served by the local educational agency.
- Provide mental health services and supports.
- Plan and implement activities related to summer learning and supplemental afterschool programs
- Address learning loss among students
- School facility repairs and improvements to enable operation of schools to reduce risk of virus transmission
- Other activities that are necessary to maintain the operation of and continuity of services in local educational agencies and continuing to employ existing staff of the local educational agency.
American Rescue Plan (ARP) ESSER III: The ARP ESSER funding provides LEAs with emergency relief funds to help safely reopen and sustain the safe operation of schools and address the impact of the COVID-19 pandemic on the nation’s students.
- LEAs must reserve at least 20% of its funds to address learning loss through the implementation of evidence-based interventions.
- These interventions must respond to students’ social, emotional, and academic needs and address the disproportionate impact of COVID-19 on underrepresented student subgroups.
- Specifically, ARP ESSER funds may be used to develop strategies and implement public health protocols including, to the greatest extent practicable, policies in line with guidance from the Centers for Disease Control and Prevention (CDC) on reopening and operating schools to effectively maintain the health and safety of students, educators, and other staff.
